Reforma educativa y política en Chile

Abstract

This article examines two important educational reforms introduced since the return to democracy in Chile. The first one was targeted at the poorest 10% of schools in Chile. The second was a fundamental reform of the primary educational sector. Both have been successful in meeting their objectives, and mark a fundamental shift from the educational reforms of the Pinochet government. The reasons for the success of the reforms are broken down into political, institutional and operational factors. In essence, a small team of trained educational reformers, with widespread support and strong backing from the Minister of Education and the President were able to overcome the resistance of the bureaucrats of the Ministry of Education and that of the school teachers union.
