Abstract

This essay analyzes the formal powers held by the legislative branch in Mexico over the budget process. First, it specifies the legal procedures to be followed before the budget law is presented to the Chamber of Deputies. Second, it describes the procedures within the Chamber for the approval of the budget submitted by the president. Third, it examines the formal procedures for review of expenditures and the public accounts by the Chamber of Deputies. Finally, it evaluates the legal bases for congressional influence over the budget process, and suggests possible reforms which could increase the leverage of the legislative branch.
