Los “menores” en la agenda de gobierno

Abstract

The definition of a problem is a strategic instance in the process of policymaking, where interests are at stake and the conceptual limits on which government action is based are determined. In this sense, the case of "the minors" as a public problem in Argentina presents itself as a paradigmatic example; a definition of the problem constructed in pseudojuridical terms at the start of this century, it strengthened certain prejudices in social concepts and gave rise to an institutional device that still survives.
