Abstract
This essay offers a conceptual approach to the problem of democracy understood as a system of political aggregation whose legitimacy stems from the people who are represented, directly or indirectly, in legislative assemblies. Some of the theoretical and practical problems confronting democracy at the end of the 20th century are analyzed from the viewpoint of these concepts. The divorce between what democracy represents today and the body of ideals that characterized it as the political theory of liberty, equality and tolerance forces a new reflection about the nature of the different political regimes and how they have developed.Downloads
