Towards a cooperative infrastructure: political culture of solidarity in participatory budgeting

Abstract

The purpose is to explore the political culture inherent in participatory budgeting. The quality of citizen participation is the existence of a political culture of solidarity, which produces a cooperative infrastructure conduciving this participation to be more effective. This research is based on a survey of 176 people in housing in the municipalities of Etzatlán and Acatlán, Jalisco, Mexico, and some data are nuanced with results of semi-structured interviews. It is concluded that there is an interdependent link between political culture of solidarity (at the family level), organizational practices (at the neighborhood level), and public deliberation (at the municipal level).
