The new public governance: a conceptual panorama

The leading capacity and effectiveness of democratic governments is the reference of the article, which assumes the reasons why the concept of governance was restored and revitalized in the 90s of the past century, causing “the shift of government to governance”. The text offers a panoramic perspective of the governance concept, defines its essential properties ―intentional action, according to the state normative order, and causal action, according to the social system of knowledge―, explains the couple of its main fields ―governance of society and governance of the public organizations―, its types ―govern, self-govern, cogovern, subsidiarity― and develops the properties of the new public governance in accordance with the structure of the contemporary social system. The article ends with two set of considerations, regarding the rules and guidelines to support the institutional and executive quality of citizens participation in the governance of public issues.
