Abstract

The problem of democratic pluralism and its connection with the phenomenon of “coalition pacts” may be investigated following two general profiles; an empirical one, based on comparison and analysis of the internal structure of the coalition, and a normative one, which sets the phenomenon within the general situation of the complex evaluation of the role of the activity of the heads of the constitutional organs of the state. In this sense, the article addresses an area set by the parameters of law and politics, regulations and action; it was therefore essential to consider different ways of constructing law, in the sense of either a normative function or a social and institutional phenomenon. As such the field for examination is defined by a framework of broad and complex problems developed by the principles of politics and comparative constitutional law for the study of structures and forms of contemporary democratic pluralism.
