Abstract

Latin America has become a region where economic frontiers are no longer serious obstacles to international exchange in many sectors of the economy and where still greater reductions in barriers to trade and investment are about to take place. The study argues that future agendas will focus increasingly on non–border barriers to trade and, particularly, on the reduction of inconsistencies in national systems of regulations. This change is reflected in the agendas of the WTO and in regional agreements on trade. Unfortunately, however, theoretical support for rendering policies at the regional and multilateral level more compatible remains in many cases inconclusive.
