¿Puede sobrevivir el Mercosur?

Abstract

This text offers an interpretation of the experience of Mercosur over the last decade with three aims in mind. The first is to identify the bases of the present crisis affecting Mercosur. The second is to discern its objectives, given that the process of integration is not an end in itself, but rather an instrument of policy. The third is to identify a minimum policy agenda in view of the present conditions. The final section sets forth a number of conclusions and evaluates the possible effects of the new administrations that assumed power in Argentina and Brazil during 2003.
