Abstract

This text considers, from the Mexican perspective, the characteristics of the new US national security doctrine and its repercussions in the debates of the Hemisphere Security Commission of the Organization of American States (OAS), as well as the challenges regarding the security of the western hemisphere to which this doctrine gives rise in view of the recent Special Conference on Security. The paper stresses the need to uphold the previously accepted multidimensional conception of security, avoiding the predomination of any particular concern over others; to maintain the perspective of cooperation which has hitherto prevailed and to avoid the militarization of the hemispheric security system; to preserve the exclusive attributions of the United Nations Organization (UNO) in the framework of maintaining international peace and security; and finally, to retain a flexible structure within the system.
