Abstract

Electoral institutions in Mexico have played a decisive role in the process of political change. The irregularities expressed in acts of manipulation of the elections that affected the democratic legality have considerably diminished thanks to the intervention of the electoral authorities. The mechanisms used have centered on two main approaches: the regulatory and the institutional, implemented through strategies of promoting a political culture and coercive means to punish vote manipulating behaviors. The institutions in charge of implementing policies against this manipulation are the IFE (Federal Electoral Institute), and the FEPADE (Specialized District Attorney’s Office in Charge of Electoral Offences). The
aim of this paper is to assess their performance, since vote manipulation is a phenomenon still latent in electoral processes and constant adjustments are required in order to reduce their frequency.
