Abstract

This paper studies the use of new communication and computer information technologies by a group of civil organizations registered at LaNeta, a civil organization developed in 1981 with the aim to offer electronic services to other non-governmental associations. The results alter the initial optimism regarding Internet’s contribution to the extension and strengthening of democracy through the creation of “conversational arenas” and “association places” that would encourage democratic communication and public discussion, civic participation and the development of new channels for collective action.
