Abstract

This article takes as its starting point the renewed debate about citizen´s rights, eschewing a normative o  teological perspective. Citizen´s rights are seen as the area most favored by contemporary social struggles, and one whose frontiers are in a constant state of flux. Some of the differences between intellectual traditions and historical experiences in Europe and Latin America are discussed. The importance placed on the antithesis State-civil society within the debate in Latin America is emphasized, and some of its limitations with regards systems of citizenship are pointed out. The development of water services is used as an empirical reference point, because if its impact within the framework of social rights.
