La construcción de gobernabilidad desde el ámbito municipal en México

Abstract

This article reviews the process of political change in Mexico through a scheme of governability applied to the municipal leve1 ofgovemment, in arder to show that, even at an initial stage of minimal democracy, it is possible to consolidate a model of semidemocratic governability that reproduces the dissociation between the norm and the political practices that have characterized the authoritiarian model.
