Abstract

This work analyzes the process of reform of national health insurance in Argentina between 1991 and 1996. The analysis focuses on the interaction between politics and policy.

This interactive strategy establishes, through the analysis of a public policy, inferences with regards the Argentine political process in general. On the one hand, the analysis of Argentine politics leads to a discussion of political-social coalitions and the relationship between the State and society in each historical cycle, but is also offers essential keys for understanding the development ofthe specific policy.
