Abstract

This article offers comparative analysis of the governments of the conservative caudillo Joaquin Balaguer, who has governed the Dominican Republic for a total of 22 years (1966-1978 and 1986-1996). The analysis concentrates on changes in the political system, and especially its evolution from an authoritarian scheme under military influence (1966-1978), thru a populist interregnum (1978-1986), to an authoritarian and caudillo-dominated scheme of restricted democratic competence.
