Abstract
Since the beginning of the '90s a radical change has been taking shape in the approach towards state policy, and especially towards those policies related to the demand for technology. In Mexico the activities of the National Council of Science and Technology (Conacyt) have been outstanding in the creation of a wide spectrum of support for the country's technological modernization. This articles attempts to identify the innovations introduced by this new approach to the design of supporting programmes and instruments for the modernization of Mexico's technical infrastructure, the aims behind them, how far technological change satisfies the demands of small and medium businesses, and to what extent they respond to the structural guidelines of economic policy.Downloads
