Abstract

The increasing complexity of society place a question mark against the State as the central instance of representation and social regulation, at the same time as the requirements of competitiveness and social integration, as well as the demands of effective democratization, point towards a strong State, capable of re-organizing social structuring. This forces the reformulation of the reform of the State with a view to reconstructing and strengthening its capacity to coordinate under the new circumstances.
