Abstract

In this paper the link between democracy and media change in Latin America is reviewed from a theoretical and empirical standpoint, as well as the worldwide expansion of Internet and its dissemination ways in Latin America. It is noticed that the formal structure in Internet, its reticular form, interaction and global expansion encourage the expansion and consolidation of democracy in Latin America, but do not guarantee it. Access inequality resulting from social inequality is seen as a more severe obstacle. Social actors though are not only submitted to the impact of new information and communication technologies, but they also influence their regulation and ways of use.
